On the other hand, Undersecretary of the Ministry of Civil Service of the planning and development of human resources in Saudi Arabia, Mushabab Qahtani, said that: the leaders of the successful government agencies; benefit only from about 20 percent of talent and scientific capacities of state employees who they have, adding that about 80 percent of employees are not exploited by their scientific experiences.
Al-Qahtani said on the sidelines of the governmental administrative Leadership Conference in the Kingdom under the name of "Status and Future Prospects" in Riyadh, on Wednesday: "The success of the leader measured by results," adding that "he must have high skill in exploiting the talent in his team."
For his part, the Dean of the crisis center and the development of the senior leadership in the Naif Arab University for Security Sciences, Major General Dr. Fahd al-Shaalan, said that "some governmental regulations are outdated and need to be changed and developed" adding that "some blame on the leaders in the governmental sector about some things, and that the real problem lies in leaders who do not have direct decision-making powers, ".
