Dubai protects homeless children from assault by a specialist center

General Director of Community Development Authority in Dubai, Khaled Kamda, announced the launch of the Child Protection Center, the beginning of June, on standard criteria, for the care and protection of the rights of children of all nationalities & ages & social groups and health cases, pointing out that the Commission has provided a number of effective and rapid means which will enable children and their families from the reporting of any harm or assault against them, which allows the competent team to intervene immediately, and begin to take the necessary measures to help the child.



Hamda said that The launch of the center is the first step in the application and activation of the child protection policy, which was approved by the Executive Council, pointing out that the second step will include the formation of a committee at the level of the membership of the Executive Council with all relevant partners to activate the policy.

He continued that the commission awaiting federal laws concerned with the child welfare and protection, specifically the law of Dima and soon to be approved, which in turn will put the mechanisms required to activate the federal laws on the level of the Emirate of Dubai, and to identify the roles of the different actors.

Kamda explained that: it will not be determined by a separate headquarters for the center away from the body before the end of this year, in an accessible location, adding that the center will be a place to house and care for the cases that have been or may be exposed to abuse only, but its role beyond that to achieve the objectives of working on a solution for many of the roots of the problems, first and foremost to provide the Substrates to ensure that the community of the Emirate of Dubai and the UAE society is conscious and safe, meant to protect the rights of the child.

He pointed out that the center will monitor all the problems relating to children, and puts different scenarios to deal with it, as will collect information and formulate solutions and develop programs and follow all of the studies and research collection, as well as the adoption of global best practices in dealing with the child's problems, so as to ensure the transition of Dubai and the UAE to the state applies all developed child-friendly laws and regulations and legislation.

Kamda added that the Commission conducted a standard studies with similar international centers, in addition to the Child Protection Center at the Department of Social Services in Sharjah, in order to ensure the conformity of the rules and regulations for the protection of the child to the global specifications and standards in this area, and in accordance with the applicable requirements in international and humanitarian organizations working in the the protection of children's rights.

He pointed out that the aim of the launch of this center is implementation of an integrated and comprehensive plan implemented in several stages, and dealing with all matters relating to the protection of children and to provide a suitable environment for them, so that each child's growth and development and enjoy a decent and safe life, and that whether the children had been subjected to any kind of abuse or they lived in a stable environment and not been subject to any kind of infringement or damage.

He said that many of the services provided by the center existed before its launch, but that the Authority has decided to establish a dedicated center collects and provides all services to all groups of children under its umbrella, and be the starting point for the establishment of a clear reference, among its tasks to develop mechanisms for coordination between all concerned authorities, as well as among recipients of services the commission of the child, and between all the other entities responsible for child protection and ensure that he receives on his rights.

Kamda pointed out that many of the responsibilities and services currently provided in the field of child protection but overlapping and scattered among a number of actors, what makes the existence of a reference point will be represented by a coordinated child protection center is necessary.

The President of the Women, children and young people's section in the Community Development Authority in Dubai, Bushra Hussein Kaid, called members of the community to the need to report any of the types of abuse suffered by children, which include negligence or violation of rights, as well as physical and sexual abuse, stressing that the secretariat of the profession and sensitivity of issues related to the problems of the child, and necessitates secrecy and not to reveal the identity of the caller or the victim or the details of the situation, only if there is imminent danger to children require declaration of the situation in order to protect it and to take the necessary measures.

 She continued that it also can be reported by sending an electronic message to the dedicated e-mail to receive cases of reported child problems child@cda.gov.ae or by filling out the complaints form which are available on the website of the commission.

She said that one of the available methods for reporting is attendance to the Commission's headquarters to ask for help, and a list of reporting routes includes any reports received from schools, hospitals and health institutions, as well as individuals have no direct link to the child, as well as reporting via the complaints boxes or suggestions for the protection of children, distributed in schools.
